Title: The Saskatchewan Assistance (Exemptions) Amendment Regulations, 2017

Summary: On filing date, these regulations will amend RRS S-8 Reg 12 to implement Government’s public commitment to protect the benefits of recipients whose benefits would otherwise be reduced because of changes announced in the 2016/17 Budget that took effect September 1, 2016. The program change affecting the Saskatchewan Assistance Program (SAP) is the removal of an exemption for Seniors Income Plan (SIP) and Guaranteed Income Supplement (GIS) top-up benefits when determining eligibility for SAP benefits. These amendments preserve (grandfather) the benefits of those recipients who benefitted from the exemptions prior to the program change.

Also, former SAP recipients who are no longer eligible for benefits due to a lump sum payment will continue to be ineligible for benefits for the time period determined by the self-support calculation.
