Title: The Driver Licensing and Suspension (Driver Improvement Program) Amendment Regulations, 2016

Minister: Minister Responsible for Saskatchewan Government Insurance

Summary: On filing date, these regulations will amend RRS T-18.1 Reg 2 to:

  • establish definitions for administrative penalty, demerit points, operator and offence;
  • allow SGI to suspend, or refuse to issue, a driver’s licence for 30 days if a driver accumulates at least 18 demerit points in a two-year period;
  • allow SGI to suspend, or refuse to issue, a driver’s licence for 90 days if a driver accumulates an additional three or more points in the two-year period following the 30-day suspension;
  • allow SGI to suspend, or refuse to issue, a driver’s licence for 180 days if a driver accumulates an additional three or more points in the two-year period following the 90-day suspension;
  • allow SGI to require a driver to attend an interview if that driver accumulates an additional three or more points in the two-year period following the 180-day suspension;
  • allow SGI to do any or all of the following, if a driver accumulates an additional three or more points in the two-year period after they attend an interview:
    • refuse to issue that driver a driver’s licence for up to one year
    • suspend the driver’s licence for up to one year
    • require the driver to attend an approved education or safety seminar
    • impose conditions on the driver’s licence that SGI deems appropriate*;
  • set out the rules for how each two-year period (i.e. 730 days) is calculated.
* Conditions could include things like requiring the driver to take more driving lessons, retake the written and/or road test, etc.; the type of sanction is determined by a driver examiner’s report on the driver’s level of accountability and attitude towards safe driving
