Title: Designate Superannuation Plans and Benefit Programs to be Established, Operated or Administered by the Public Employees Benefits Agency and Designate Benefit Programs

Minister: Minister of Finance

Summary: Orders that:

(a) Order in Council 841/2009, dated December 16, 2009 be repealed;

(b) the following superannuation plans be designated as superannuation plans to be operated, administered and managed by the Public Employees Benefits Agency:

    (i) superannuation plan established under The Liquor Board Superannuation Act;
    (ii) pension plan established under The Workers’ Compensation Act, 1979;
    (iii) superannuation plan established under The Public Service Superannuation Act;
    (iv) Public Employees Pension Plan continued under The Public Employees Pension Plan Act;
    (v) superannuation plan continued under The Provincial Court Act, 1998;
    (vi) Saskatchewan Transportation Company Employees Superannuation Plan;
    (vii) Anti-Tuberculosis League Employees Superannuation Plan;
    (viii) pension plan established under The Municipal Employees’ Pension Act;
    (ix) annuity fund established under The Saskatchewan Pension Annuity Fund Act;
    (x) supplementary retirement plan established under section 9 of The Members of the Legislative Assembly Benefits Act; and
    (xi) superannuation plan established under The Power Corporation Superannuation Act;
(c) the following benefit programs be designated as benefit programs to be established, operated, administered and managed by the Public Employees Benefits Agency and prescribing, with respect to each program, the employers or who may participate in the program; and
    (i) The Government of Saskatchewan Public Employees Dental Plan, being a dental plan for those employers, and with respect to the individuals, listed in the attached Schedule A;
    (ii) The Government of Saskatchewan Disability Income Plan, being a disability income plan for those employers, and with respect to the individuals, listed in the attached Schedule B;
    (iii) The Government of Saskatchewan Group Life Insurance Plan, being a group life insurance plan for those employers, and with respect to the individuals, listed in the attached Schedule C;
    (iv) The Government of Saskatchewan Deferred Salary Plan, being a deferred salary leave plan for those employers, and with respect to the individuals, listed in the attached Schedule D;
    (v) The Government of Saskatchewan Unscheduled Aircraft Plan, being an unscheduled aircraft benefit plan for those employers, and with respect to the individuals, listed in the attached Schedule E;
    (vi) The Government of Saskatchewan Scheduled Aircraft Plan, being a scheduled aircraft benefit plan for those employers, and with respect to the individuals, listed in the attached Schedule F;
    (vii) The Extended Health Care Plan, being an extended health care program for those employers, and with respect to the individuals, listed in the attached Schedule G; (viii) The Extended Health Care Plan for Certain Other Employees, being an extended health care program for those employers, and with respect to the certain other individuals, listed in the attached Schedule H;
    (ix) The SaskPower Supplementary Superannuation Plan, being a benefit program for that employer with respect to the individuals, listed in the attached Schedule I;
    (x) The Additional Pension Contribution Program, being an additional pension contribution program for those employers, and with respect to the individuals, listed in the attached Schedule J;
    (xi) The Government of Saskatchewan and Saskatchewan Government and General Employees’ Union Benefit Plans’ Surplus Fund, being a benefit program for those employers, and with respect to the individuals, listed in the attached Schedule K;
    (xii) The Government of Saskatchewan and Canadian Union of Public Employees Locals No. 600-3 and No. 600-5 Benefits Plans’ Surplus Fund, being a benefit program for those employers, and with respect to the individuals, listed in the attached Schedule L;
    (xiii) The Extended Health Care Plan for Retired Employees, being an extended health care program for those employers, and with respect to the individuals, listed in the attached Schedule M;
    (xiv) The Extended Health Care Plan for Certain Other Retired Employees, being an extended health care program for those employers, and with respect to the certain other individuals, listed in the attached Schedule N;
    (xv) The SaskPower Millennium RRSP, being a benefits program for that employer, listed in the attached Schedule O;
    (xvi) The Saskatchewan Government Insurance Service Recognition Plan, being a benefits program for that employer, listed in the attached Schedule P;
    (xvii) The SaskEnergy Retiring Allowance Plan, being a benefits program for that employer, listed in the attached Schedule Q;
    (xviii) The SaskPower Severance Pay Credits Plan, being a benefits program for that employer, listed in the attached Schedule R;
    (xix) The SaskPower Designated Employee Benefit Plan, being a benefits program for that employer, listed in the attached Schedule S;
    (xx) Saskatchewan Watershed Authority Retirement Allowance Plan, being a benefits program for that employer, listed in the attached Schedule T;
    (xxi) Saskatchewan Water Corporation Retirement Allowance Plan, being a benefits program for that employer, listed in the attached Schedule U; and
    (xxii) SaskTel Retirement Gratuity Plan, being a benefits program for that employer, listed in the attached Schedule V.
(d) the fiscal year for each of the following benefit plans to be prescribed to be January 1 to December 31:
    (i) The Government of Saskatchewan Public Employees Dental Plan;
    (ii) The Government of Saskatchewan Disability Income Plan;
    (iii) The Government of Saskatchewan Group Life Insurance Plan;
    (iv) The Government of Saskatchewan Deferred Salary Leave Plan;
    (v) The Extended Health Care Plan;
    (vi) The Extended Health Care Plan for Certain Other Employees;
    (vii) The SaskPower Supplementary Superannuation Plan;
    (viii) The Government of Saskatchewan and Saskatchewan Government and General Employees’ Union Benefit Plans’ Surplus Fund;
    (ix) The Government of Saskatchewan and Canadian Union of Public Employees Locals No. 600-3 and No. 600-5 Benefit Plans’ Surplus Fund;
    (x) The Extended Health Care Plan for Retired Employees;
    (xi) The Extended Health Care Plan for Certain Other Retired Employees;
    (xii) The Saskatchewan Government Insurance Service Recognition Plan;
    (xiii) The SaskEnergy Retiring Allowance Plan;
    (xiv) The SaskPower Severance Pay Credits Plan;
    (xv) The SaskPower Designated Employee Benefit Plan; and
    (xvi) Saskatchewan Water Corporation Retirement Allowance Plan.
(e) the fiscal year for the Saskatchewan Watershed Authority Retirement Allowance Plan be prescribed as April 1 to March 31.
